The character in this episode, Miss Hardaway, is poking fun at a similar character on the 1960s show The Beverly Hillbilles. On the show, Nancy Culp played "Miss Hathaway" a matronly woman with no sex appeal that was in unrequited love with the oblivious character Jethro.
