I prefer Steve just barely. He is more of an "anti-Al" than Jefferson. Marcy also acted more innocent and naive around Steve and we all know that was an act! 
Really though, I feel like Bud was the general "voice of reason/relatively normal one" on the show and Steve was similar in that respect. Jefferson added a new type of character that could play off (besides Marcy, of course) Al as well as Peg. The character was more versatile and generally funnier IMHO.
